What do I have to do to connect to the STI?

You will soon have to file your Entry Summary Declaration (ENS) with the Import Control System 2 (ICS2). You do this in the Shared Trader Interface (STI). Read what you need to do to connect your declaration system with the STI.

Is your company based in the Netherlands and do you import goods from outside the EU into the European Customs Union? Listed below are the main requirements you will have to fulfil in order to file the ENS in the STI. Please make your preparations in time.

You will need to have the following done or prepared before you start

EORI number

You need to have an EORI number.

eHerkenning

You need to complete a registration process to connect with the STI. To do this, you will need eHerkenning (EH3).

Your login tool must have the following EH features:

  • EUCTP STI Specific Trader Portal (ICS2)
  • Uniform User Management and Digital Signatures system (UUM&DS) Manage digital certificate
  • EU Customs Trader Portal

For the test phase, it is important that you have access to an eHerkenning test tool.

TLS certificate

You will get the Transport Layer Security (TLS) certificate the 1st time you log into the STI. The AS4 connection to the STI has to be configured in the EUCTP.

PKI certificate

You need a valid certificate for Sealing & Signing: a Public Key Infrastructure (PKI) certificate from the Dutch government. You use this certificate for both data encryption and digital signing of the ENS. A PKI certificate must be issued by an authorised provider and must be documented before registration.

Check the eIDAS website to see which authorised providers you can request the PKI certificate from.

Registration process

To submit an ENS through the STI, you need to go through a registration process. To do this, you need to log in to UUM&DS. Please have your PKI certificate handy.

Testing

To connect to the STI, a Self-Conformance Test is mandatory. Submit a test plan for this and make sure to do this on time via: OSWO-DOUANE-Support@douane.nl

Planning to submit Applicability Statement 4 (AS4) test notifications

If you meet all the requirements, you will have access to submit test notifications with the ENS Applicability Statement 4 (AS4).
